The scheme is known as the YSR Jala Kala Scheme and was launched on 28 September 2020. It is a result of the Navaratnalu concept, which was started by the government of Andhra Pradesh to enhance the delivery systems, the quality of the state’s governance, and the quality of life for its citizens. The navaratnalu concept consists of 9 welfare schemes.

YSR Jalakala 2023 Beneficiary List
The honorable chief minister of Andhra Pradesh Jagan Mohan Reddy began a 3648 km padayatra during which he interacted with numerous farmers to learn about their complaints. Many farmers who were on his route had dry fields since they relied only on natural resources for irrigation and had almost no access to open water sources. They gave an explanation for how the high price of drilling bore wells was forcing them into debt.
Hence hearing about their distress CM Jagan decided to dig free bore wells for these farmers as a part of the program Navaratnalu which refers to the nine promises made by YSRC before the elections. This is what the YSR Jala Kala scheme is all about. Under this scheme, the government drills free bore wells for eligible and needy farmers in all thirteen districts of Andhra Pradesh.
Eligibility for YSR Jala Kal Scheme
- Any farmer with no sources of open water irrigation and with a contagious land of 2 and a half acres is eligible for this scheme. However, if a farmer is having land of less than 2 and a half acres then a group may be formed and they can apply as beneficiaries of this scheme.
- No former or current government employees are eligible to apply for the YSR Jala Kala scheme.
- Each family is limited to one beneficiary application.
- The bore wells must be at least 200 feet apart under this plan. If a farmer wants to dig another bore well, another hydrogeological survey will be conducted, and DWAMA APD will excavate a second bore well under the direction of MPDO.
- At least ten percent of the free bore wells will be inspected by the quality control department.
- SC/ST, women, and small and marginal farmers would be given preference as beneficiaries of this scheme.
Advantages Of Jala Kal Scheme
- The estimated cost of YSR Jala Kala, which will benefit about three lakh ranchers, is Rs 2,340 crore over the course of four years. Depending on the accessibility and depth of the water table, the government plans to drill about two lakh bore wells to enable groundwater water systems for upland ranchers and people in dry areas.
- A rancher or group of ranchers may submit an application for the plan if they own between 2.5 and 5 sections of land. Additionally, the ranchers will receive text alerts on the status of their applications at each stage to the cell phones they have registered.
- The scheme will assist over 3 lakh farmers. The scheme’s irrigation water supply will cover 5 lakh acres of land and 2 lakh borewells will be drilled free of cost.

AP YSR Jala Kala Scheme Registration 2023
- Farmers can apply for a free bore well online or offline through their village secretariat. The VRO will review the application, verify it, and forward it to the appropriate APD or MPDO.
- Visit the official website ysrjalakala.ap.gov.in.
- A tab labeled “Apply for Bore Well” will be shown as soon as the main page loads. Select that tab.
- It will take you to a new page.
- All that is left to do now is enter your Adhaar number and the cell phone number that is linked to your Adhaar card.
- You’ll receive an OTP. Enter that OTP and click on submit option.
- Wait for the appropriate government officials to approve.
- After you have applied as a beneficiary. Go to the home page again.
- You will see an option for application forms. Click on that option.
- A pop-up will appear and then select registration forms and fill them as asked.
- You can also take a printout if needed.

- After the registration process is complete you can log in to your portal as and when you wish.
- Visit the home page of the official website.
- On the home page you will see an option of department login. Click on that option.

AP YSR Jala Kala Scheme Application Status 2023
- First Go to the YSR Jala Kala scheme’s official website. Look at the menu bar on the home page. A dialogue box will appear.
- In the dialogue window, for example, click on the option labeled Track and then input your application number. The application status will then appear on your screen.
YSR Free Borewell Scheme Implementation Process
1. Before beginning the drilling, the bore well locations must be determined scientifically through groundwater studies.
2. The designated drilling contractor will hire a qualified geologist to undertake a groundwater survey, and they will then submit the feasibility report to the relevant APD or MPDO for the purpose of creating an estimate.
3. After obtaining administrative approval from the District Collector and JC, Aasara, PD will provide the drilling contractor with the job.
4. The applicants will be informed through SMS at each stage of the approval process for bore wells.
5. Following the completion of the bore well drilling, the appropriate authorities will take a digital photo with a geotag of the beneficiary in the presence of the drilling contractor. The depth of borewell drilled and depth of casing will be measured with advanced IoT-enabled equipment minimizing human intervention.
6. Payment to drilling contractors will be given in accordance with the districts’ predetermined success percentages.
7. If it is possible, a second bore well will be drilled if the first one fails.
8. At a successful bore well location, work will begin on a recharge pit or water gathering structure.
10. For each bore well drilled as part of this initiative, a social audit will be done.
11. A program management unit (PMU) will be established at the headquarters to effectively oversee the program’s execution.
12. The GO defines and includes the roles and duties of various functionaries involved in the implementation of the program.
13. District Collectors will lead and direct all stakeholders for the program’s successful execution.
